THE MALTA PRESS CLUB CONDEMNS VIOLENCE ON MEDIA*LINK PRESS
PHOTOGRAPHER
The Malta Press Club (TMPC) condemns the physical violence
and verbal attacks and threats on Media*Link's press photographer,
John Guilluamier, while carrying out his journalistic duties
at Marsascala By-Pass yesterday.
Mr Guilluamier was taking pictures of an overturned powerboat
on the road when he was approached and severely beaten by
a number of thugs. Following the vicious attack, Mr Guilluamier
had to be treated at the Paola Health Centre. It is reported
that they also stole his camera equipment and tried to burn
it after dousing it with petrol.
The Malta Press Club notes that this is the fifth incident
in as many months where journalists in Malta were attacked.
The Malta Press Club states that it has noted with satisfaction
that in this instance the Police already started their investigations.
The Malta Press Club said that everyone in Malta must understand
that journalists are on the spot not out of curiosity but
because it is their journalistic duty to be there.

Cold Blooded Murder of Journalists in Afghanistan - an
Outrage: WAN
The Malta Press Club (TMPC) joins the World
Association of Newspapers (WAN) in expressing outrage at the
cold-blooded murder of four journalists in Afghanistan. Covering
a war is a hazardous act in the journalist's profession, but
these murders don't come with the job but are the acts of
savage criminals.
TMPC agrees with and supports WAN's stand calling
on Coalition Forces and the Northern Alliance to hunt down
the killers and bring them to justice.
"If the reports are accurate, at least four
journalists were pulled from their car, taken behind a rock,
and executed. The murderers have not yet been identified.
These outrageous, barbaric acts against journalists must not
go unpunished," said Timothy Balding, Director General of
the Paris-based WAN.
Mr Balding said: "We call on Coalition Forces
and the Northern Alliance which apparently controls the territory
where the murders occurred to find the killers and bring them
to justice."
According to reports, at least four western
journalists were killed when gunmen ambushed the convoy in
which they were travelling. A bus driver later reported finding
the bodies of three foreigners and an Afghan by a roadside.
One of them was of an Italian woman journalist, Maria Grazia
Cutull, who works for Corriere della Sera.
Reuters said one of its TV cameraman, Australian
Harry Burton, and Afghan-born photographer Azizullah Haidari
were missing after the ambush. The Spanish newspaper El Mundo
said its special correspondent to Afghanistan, Julio Fuentes,
was missing and it feared for his life. A translator was also
reported missing.
Three western journalists -- a German and two
French correspondents - were also killed in Afghanistan last
week during an attack by the Taliban on an armoured troop
carrier of the Northern Alliance.
At least 51 media workers have been killed world-wide
so far this year. WAN, the global organisation for the newspaper
industry, defends and promotes press freedom world-wide.

THE MALTA PRESS CLUB CONDEMNS VIOLENCE
ON ONE NEWS CAMERAMAN
The Malta Press Club (TMPC) condemns the physical violence
and verbal attacks on One News cameraman who was present when
four accused had arrived at the police lockup in Valletta
early this afternoon. It is reported that while one female
family member tried to cover the video-camera, another male
member hit One News cameraman. At the same time, other family
members surrounded the cameraman and even threatened his life.
The Malta Press Club praises the courage and the sense of
fellowship and duty shown by other journalists and cameramen
from Net TV, The Malta Independent and The Times who, on arriving
at the scene some time later, defended the One News cameraman.
The Malta Press Club also notes that in these incidents members
of the Police did not offer adequate protection to journalists
and failed to arrest on the spot those who were disturbing
public peace.
On seeing that journalists defended each other, family members
repeatedly threatened journalists present with physical violence
and swore at all of them, notwithstanding the presence of
police officers. Even as the journalists left the scene, they
were threatened continuously. Journalists felt totally unprotected
by the police officers present.
A few moments later, a PBS cameraman was threatened in Republic
Street by the same group of family members who blocked his
way to the Court. While all this was happening a group of
police officers were only a few meters away.
The Malta Press Club states that the behaviour of Police officers
in today's incident goes against the agreement between the
Police Force and The Malta Press Club reached last July. The
Police failed when they went against the first and second
articles of this agreement which state:
1. Police will give proper and full protection to journalists,
news photographers and news cameramen on duty, and especially
when these are threatened or actually attacked;
2. Police will investigate and immediately take steps against
anybody who verbally, or physically abuses journalists;
The Malta Press Club cannot understand how the Police Authorities,
knowing very well that they themselves have been the subject
of physical attack yesterday by the same people, failed to provide
adequate reinforcements to their own members and to protect
journalists present.
The least the Police Authorities could do now is to investigate
this incident and take immediate action against those responsible
so that no such incidents are not repeated.

THE MALTA PRESS CLUB LAUNCHES THE 12TH EDITION
OF THE "BPC AWARDS TO JOURNALISTS"
The Council of The Malta Press Club (TMPC) announced the regulations
for submissions for the 12th edition of the BPC AWARD TO JOURNALISTS
today. In consultation with the sponsors, BPC International
Limited, it was agreed that, this edition presents five categories
namely: Print Journalism, Broadcast Journalism, Sport Journalism,
Press Photography and Press Cartoons.
The
Council of The Malta Press Club said that regulations are
being announced over two months ahead of usual so that it
would further encourage journalists to prepare and produce
suitable and higher quality material for their respective
submissions. One of the categories in which the Council would
like to see substantial improvement is the Broadcast Journalism
Category, and in particular radio journalism.
An overall marked improvement has been noted over the years
in the submissions for the Print Journalism, Press Photography
and Press Cartoons Categories. These categories have now become
showcases of the good standard being achieved by Maltese journalism.
The Sport Journalism Category was successfully launched for
the first time last year, however radio journalism is still
struggling to achieve minimum levels of quality pertaining
to its genre. The Malta Press Club said that it is prepared
to re-launch a specific radio journalism category once submission
of good quality are presented in the Broadcast Journalism
category starting from this edition. As from the last edition,
the radio journalism category was merged with the television
journalism category to form one category, the Broadcast Journalism
category.
The BPC AWARD TO JOURNALISTS is open to all journalists in
Malta and Gozo, whether they are members of The Malta Press
Club or not, who during the Year 2001 have striven to improve
the standard of journalism in Malta. All entries, whether
in Maltese or in English, must have been published or broadcast
in Malta between 1st January 2001 and 31st December 2001.
The organisers have highlighted the fact that, apart from
the journalist himself/herself, Editors and Heads of News
Departments may select and submit entries of what they consider
to be the best work of their respective individual journalist/s.
Submissions can also be forwarded by organisations, corporations
and bodies. In both cases, consent has to be given by the
individual journalist/s concerned by filling the appropriate
part on the Official Application Form prior to submission
of entry by Editor, Head of News Department, or organisations/corporations/bodies.
Each entry shall consist of three totally different submissions
(each submission dealing with a totally different subject)
participating in the same Category. Entries may cover any

THE MALTA PRESS CLUB LAUNCHES 5TH EDITION OF GOLD AWARD
The Council of The Malta Press Club (TMPC) launched the 5th
edition of the Gold Award today, some three months earlier
than usual. "The Gold Award has been instituted in 1998, following
a suggestion to The Malta Press Club by the founder of BPC
International Limited, Mr Joseph Brockdorff. The aim of this
award is to honour in their lifetime those journalists resident
in Malta who have given more than a significant contribution
to journalism through a lifelong of commitment which goes
beyond the call of normal journalistic duty," explained TMPC's
General Secretary, Mr Joe A. Vella.
The reason behind this early start of the process is to give
more time for the research phase to those who intend to put
forward submissions of individuals or organisations. Each
submission has to be accompanied with the relevant information
and material sustaining that submission, including a detailed
profile and testimonials.
An independent and autonomous judging panel composed of persons
of national stature, nominated by TMPC Council, will adjudicate
the submissions.
Submissions are to be sent to the Gold Award Commission, BPC
International Limited, J. Gasan Street, Pieta', by not later
than Friday 1st February 2002, during office hours. Further

The prestigious Gold Award trophy will be presented to the
winner during the BPC Award to Journalists presentation at
the beginning of May 2002 celebrating International Press

(2001).
The Malta Press Club also announced that preparations are

THE MALTA PRESS CLUB RAISES RECENT INCIDENTS WITH POLICE
COMMISSIONER
Following the recent incidents involving journalists on duty,
The Malta Press Club requested an urgent meeting with Commissioner
of Police George Grech, which was held today at Police HQ,
Floriana.
It was agreed that :
1. Police will give proper and full protection to journalists
news photographers and news cameramen on duty, and especially
when these are threatened or actually attacked;
2. Police will investigate and immediately take steps against
anybody who verbally, or physically abuses journalists;
3. Police will not interfere with journalists, news photographers
and news cameramen who are performing their duties legitimately;
4. Journalists, news photographers and news cameramen on duty
will leave adequate space for the Police to operate;
5. Journalists are to identify themselves with the most senior
ranking police officer on site; and
6. Journalists are to have visible identification, as a general
rule.
The Police Commissioner pledged that every effort is being
made for all Members of Police Force to be thoroughly familiar
with the Press Act and with journalists' rights.
For this purpose, a joint seminar will be held between senior
police officers and editors and journalists in an effort to
find better ways of cooperation between the two sides.
The Malta Press Club also asked the Police Commissioner about
the investigations he is conducting following the recent incidents
in which journalists suffered verbal threats and physical
abuse.

THE MALTA PRESS CLUB STATES THAT IT IS ABOUT
TIME THAT MEDIA OWNERS PRESENT A COMMON FRONT
For the third time in less than a month, Maltese journalists
have been the victims of threats and a violent attack. This
time by Maltese fishermen at Ta' Liesse in Valletta.
The Council of The Malta Press Club condemns in the strongest
terms and without reservation these attacks that took place
while various Maltese journalists and photo-journalists were
on duty covering the issue between Maltese and Sicilian fishermen.
The Malta Press Club reaffirms the duty of journalists to
be present and report events of public interest faithfully
and on first hand basis.
The Council expresses full solidarity with all journalists
and photographers irrespective of whether they are members
of The Malta Press Club or not.
The Council expects the competent authorities, especially
the Police Commissioner, to take the necessary actions so
that such acts will not be repeated in a democratic society.
Following the increase of acts of violence against journalists
in recent weeks, the Council believes that the time is fast
approaching when owners of news media in Malta should meet
together and discuss ways how to create a common front and
take all the necessary measures in order to protect their
respective journalists.
Let's not wait until the first Maltese journalist is maimed
or even killed while on duty.
The Council urges its members to bring to the Council's immediate
attention any acts of violence suffered by journalists in
Malta by submitting such cases in writing.
The Malta Press Club declares that nothing and no one will
ever undermine the determination of journalists to serve society
in the best manner possible.

to all its counterparts in Europe.

THE MALTA PRESS CLUB REAFFIRMS THE RIGHT OF JOURNALISTS
TO COVER EVENTS OF PUBLIC INTEREST
The Council of The Malta Press Club has received various complaints
from its members at the way journalists were treated by the
Attard family when they returned to Gozo with their daughter.
The Malta Press Club believes that journalists should do their
utmost to carry out their duties towards their respective
publics in the most efficient manner without being discriminated
against on the basis of financial considerations.
Before last Sunday's incidents, the Maltese journalistic media
was very supportive and sympathetic to the Attard family.
Today, Maltese journalists feel aggrieved for being treated
in this manner by the same family.
The Malta Press Club will never accept that journalists (including
reporters, press photographers and cameramen) are insulted,
threatened and abused while carrying out their duties as happened
last Sunday by members of the Attard family.
While every person has a right to privacy, the Attard family
forfeited this right when they sold their story to a section
of the foreign press.
The Malta Press Club reaffirms that all journalists have the
duty to cover and disseminate information about any event
of public interest.

THE MALTA PRESS CLUB REAFFIRMS THE RIGHT OF JOURNALISTS
TO COVER EVENTS OF PUBLIC INTEREST
The Council of The Malta Press Club has been informed of the
way that journalists from Xarabank's team have been treated
by the Planning Authority during this week.
This is but the last in a series of recent similar incidents
where journalists, news cameramen and press photographers
from different newsrooms were barred entry while on duty.
Such cases, among others, related to the La Salle and Mnajdra
issues.
The Malta Press Club regrets that various public and private
organisations and institutions do not appreciate the function
of journalists.
The Malta Press Club will never accept a situation where journalists
who ask probing questions or do investigative work are discriminated
against. It will likewise never accept that certain measures
are taken to suppress freedom of information.
The Malta Press Club reaffirms that all journalists have the
duty to cover and disseminate information about any event
of public interest. This principle is upheld by free democracies
everywhere.

Objectives: empowering editors, news administrators and news
editors by helping them acquire further managerial skills.
In newsrooms editors and news editors perform decision-making

The winners were announced during a presentation ceremony that
was held at the New Dolmen Hotel, in Qawra, this evening. This
journalistic competition is organised on an annual basis by
The Malta Press Club (TMPC) and is sponsored by BPC.
A new trophy, designed by Luciano Micallef, will be presented
to the winners. This new trophy was inspired by elements from
the five different categories in this journalistic competition.
The BPC Award to Journalists ceremony commenced with a video
that explained this annual journalistic competition. Subsequently,
after a speech by the Chairman of TMPC, Malcolm Naudi, another
video portrayed the twenty-two finalists who explained their
respective submissions for this competition.
The Chairman of this year's jury, Ranier Fsadni, read the jury's
report (a copy of the jury's report is included in ceremony
programme). The other members that formed the jury where Dr.
Janet Mifsud and the Honourable Evarist Bartolo.
The BPC Awards to Journalists ceremony was concluded with the
presentation, for the fourth consecutive year, of the Gold Award.
This award recognises professional contributions, which go beyond
the normal professional practice of journalism. The jury for
the Gold Award was chaired by His Excellency, Dr Ugo Mifsud
Bonnici.
The jury was also made up of Mr Wilfrid Asciak, Director of
Allied Newspapers and Managing Director of Progress Press Company
Limited, and Mr Antoine Ellul, Member of the Malta Broadcasting
Authority.
This year's winner of the Gold Award is: Mr J.G. Vassallo. In
its previous three editions, the Gold Award was awarded to Fr
Joe Borg (1998), Anton Cassar (1999) and Frank Attard (2000).
The Managing Director of BPC, Mr David Brockdorff, said: "The
on-going effort to enhance professionalism that the annual Award
to Journalists represents is certainly in keeping with the basic
marketing principle to constantly endeavour to deliver a better,
and in the news media case, more factual product. As such, it
gives us great pleasure to continue to lend our support to The
Malta Press Club which, through this initiative is enhancing
the level of professional journalism in Malta."

JOURNALISTS TO ESTABLISH GUIDELINES FOR THE
PROMOTION OF GENDER EQUALITY
Editors and journalists will be convening this
month to establish guidelines towards the promotion of gender
equality in news content and in newsroom structures. Fondazzjoni
Tumas Fenech ghall-Edukazzjoni fil-Gurnalizmu, in collaboration
with The Malta Press Club, will be organising a day's seminar
at Imgarr Hotel in Gozo on May 26th.
Trade unions representing Maltese journalists were also invited
for the workshops discussing ways in which newsrooms could adopt
gender-friendly work conditions
"During the seminar we are aiming to identify realistic short-term
targets which news organisations would voluntarily adopt within
a specified time-frame. We have invited all editors because
they are the major decision -makers where content and the allocation
of human resources are concerned. We also aim to find ways in
which we will be able to audit developments," explained Carmen
Sammut, the Fondazzjoni Administrator.
The seminar will include a presentation entitled "Gender Issues
in Maltese Newsrooms and News Content: The Context," by Dr Josanne
Cutajar, a member of the Commission for the Advancement of Women.
Ms Brenda Murphy, from the Gender Advisory Group of the Broadcasting
Authority will facilitate a sensitisation exercise with participants.
The chairman of the Board of Studies, Mr Carmel Bonello, stated
that Fondazzjoni Tumas Fenech's mission is to educate journalists
in all spheres in order to achieve higher journalistic standards.
He said: "Sensitising news workers about gender issues would
lead us to reach one of our aims. Journalism has social responsibilities
and therefore the promotion of gender equality is one of our
vocations." He augured that as "the number of women in the field
of journalism increases, gender issues will increasingly feature
in the news agenda."
Fondazzjoni Tumas Fenech hopes that this seminar will provide
an impetus for change. "We have been discussing this issue for
a long while. Now it is time to start implementing positive
measures," said Carmen Sammut. She added "I am hoping that as
the number of women in the field increases, the news market
does not become a 'pink-collar-ghetto' with lower salaries and
lower status. One also hopes that an increased participation
of women in news organisations increases women's lobbying power,
encouraging a wider participation of women into the public sphere".
This seminar is a follow-up to another seminar organised jointly
between Fondazzjoni Tumas Fenech ghall-Edukazzjoni fil-Gurnalizmu
and the Gender Advisory Group of the Broadcasting Authority,
last March.

PIN PRESENTS MALTESE ENCYCLOPEDIA TO THE MALTA
PRESS CLUB
Independence
Publications (PIN) has donated a complete set of volumes in
the Maltese encyclopedia series Kullana Kulturali to
The Malta Press Club (TMPC).
Information service manager of Media.link, Michael Falzon, presented
the first 21 publications of the series, being published over
five years, to TMPC chairman, Malcolm J. Naudi, at the club's
premises, 104 Old Mint Street, Valletta. The complete set consists
of 60 volumes.
The presentation was attended by the editor of PIN, Michael
Schiavone, and the general secretary of The Malta Press Club,
Joe A. Vella,
Mr Falzon said: "The series was a great success. The publishers
are considering increasing the number of volumes of Kullana
Kulturali so that they could include more topics of interest."
"There are already 1,500 subscribers to Kullana Kulturali,"
Mr Schiavone said. "The encyclopedia is very useful as a reference
as it covers many interesting subjects focusing on Maltese history,
culture and traditions."
Thanking PIN for their presentation, Mr Naudi said that the
collection will be put to use by both journalists and students
at the new TMPC specialised library.
Currently, The Malta Press Club is setting up a reference library
about journalism. "The Malta Press Club has embarked on his
project, which initially is expected to cost Lm8,000. During
the past year, TMPC received Lm1,600 in donations from various
entities towards the purchase of books in journalism. We welcome
more donations either in kind or money terms towards this project."

TSG'S DONATION TO THE MALTA PRESS CLUB'S LIBRARY

The Sense Group (TSG) donated a copy of the latest edition of
"World Drink Trends" and a sum of money towards the purchase
journalism books for the Reference Library of The Malta Press
Club. Through this donation, The Malta Press Club will be purchasing
a number of specialised journalism books dealing with social
topics.
The donation was presented by TSG's Chief Executive, Joe Farrugia,
to the Chairman of The Malta Press Club, Malcolm J. Naudi. He
said that The Sense Group admires the sterling work being carried
out by this national association of journalists in developing
journalism education and professionalism in Malta. He encouraged
journalists to further research their news items to provide
a more in-depth approach, especially when tackling social issues.
The "World Drink Trends" publishes scientific data about the
consumption of alcoholic beverages in countries worldwide. Malta
has placed amongst the countries with the lowest consumption
in Europe, Australia, United States and Canada.

MALTESE JOURNALIST ON A THREE-MONTH CHEVENING SCHOLARSHIP
AT THE THOMSON FOUNDATION
Journalist Ariadne Massa left for Cardiff, UK, on a three-month
Chevening scholarship at the Thomson Foundation. Ms Massa, who
is a member of The Malta Press Club and works in the Newsroom
of Allied Newspapers Ltd, publishers of The Times and The Sunday
Times, joins journalists from nine other candidate countries
which have applied to
join the European Union.
The scholarship was made available by the British Foreign Office
through the British High Commission in Malta. Ms Massa was selected
after the British High Commission invited The Malta Press Club
(TMPC) to submit nominations from among its membership. TMPC
in fact submitted the names of five of its members from various
newsrooms after taking into consideration various criteria.
The programme of the advanced reporting course covers newspaper
production techniques, reporting politics in Britain today,
including coverage of the general elections (widely expected
on May 3), news on the Web, business and financial reporting,
and reporting human rights and civil rights, and gender issues.
TMPC Education and Information Secretary, Mr Carmel Bonello,
said: "One of our objectives is to find opportunities where
journalists can gain further knowledge and experience abroad.
This forms part of TMPC's Continuous Professional Development
Programme. We thank the British High Commission and Allied Newspapers
for their valid and continuous support and for making it possible
for Ariadne to attend this course."

FTFEG & MBA JOINTLY ORGANISE GENDER AND JOURNALISM
SEMINAR

Gender and journalism was the theme of a seminar for Maltese
journalists organised jointly between Fondazzjoni Tumas Fenech
ghall-Edukazzjoni fil-Gurnalizmu (FTFEG) and the Gender Advisory
Group of the Broadcasting Authority. The aim of the seminar
is to increase gender awareness among working journalists and
to outline strategies and point out the challenges, which need
to be addressed in the future.
The breakfast seminar, held today at The Halland Hotel, ta'
l-Ibragg, included papers by three Maltese working journalists.
Mr Laurence Grech, editor of The Sunday Times, asked whether
there is an increased commitment towards equal opportunities
in Maltese newsrooms. Ms Claudette Baldacchino, from One News,
questioned whether reporters are able to raise gender awareness
through news. Ms Annette Vella from In-Nazzjon referred to her
experience with the supplement L-Opinjoni l-Ohra and discussed
the promotion of an alternative news agenda.
The seminar featured Ms Vera Price, a media executive from Dublin,
who talked about "Legislation & Gender Issues in Broadcasting".
Fondazzjoni Tumas Fenech ghall-Edukazzjoni fil-Gurnalizmu has
joined forces with the MBA to create awareness about gender
equality. "In most newsrooms there are few or no women in key
executive positions. The hierarchy of newsroom structures mirrors
the exclusion of women from the top posts within most local
organisations. Thus, although there are women reporters and
feature writers in all news media, they have subordinate roles,"
said Carmen Sammut, the Foundation Administrator.
She added: "We would also like to see more gender awareness
in the news agenda and therefore we are committed towards the
promotion of gender equality." To achieve this the Foundation
is willing to build bridges with all organisations who are dedicated
to achieve similar objectives.
The Broadcasting Authority is one of the organisations committed
towards this aim. In October 1999 it appointed the Gender Advisory
Group, which is chaired by Ms Brenda Murphy. Murphy remarked
that in Malta the situation is not much different than it is
in Europe where gender issues in the media have recently been
placed on the local broadcasting agenda.
She added: "It is an indisputable fact that the news media should
reflect society. At present this in not the case. Within the
industry itself there is a large differentiation in the spread
of men and women across job titles, with the majority of women
holding positions in clerical, and administrative roles while
the majority of men are holding the positions in production
and management. This scenario is not dissimilar to other European
countries." This is the reason why the BA felt it should take
steps to redress the absence of 'Gender' on the agenda for Malta's
Media Industry,
Fondazzjoni Tumas Fenech ghall-Edukazzjoni fil-Gurnalizmu aims
to cooperate with existing study programmes and other organisations
such as the Malta Broadcasting Authority with the aim to improve
journalism education in Malta. "In a small country where resources
are limited, the Foundation believes that there is a dire need
for collaboration rather than fragmentation," said the Chairman
of the Foundation's Board of Studies, Mr Carmel Bonello.
The Foundation is also in the process of establishing links
with various leading foreign institutions which have similar
aims. These include the UK's National Council for the Training
of Journalists and the European Journalism Centre at Maastricht.

THE MALTA PRESS CLUB DISCUSSES NATHALIE ATTARD'S CASE
At its last meeting on February 28, 2001, the Council of The
Malta Press Club discussed the case involving Ms Nathalie Attard,
who faced disciplinary action by her employer, Public Broadcasting
Services, while she was working in the PBS Newsroom.
TMPC passed on the case to the Press Ethics Commission, which
did not take a position since this was not a case involving
ethics.
TMPC Council has seen the reaction of the Broadcasting Authority
to the incident, in a letter to Pierre Portelli, dated February
2, 2000, over the signature of Dr Kevin Aquilina:
"On the complaint you raised on January 31, 2000, in your capacity
as Editor/Head of News, Net News/Radio 101 on what you called
Ms Nathalie Attard's unacceptable behaviour, the Authority makes
it clear that this complaint does not fall under the competence
of the Authority and this is a matter that concerns solely PBS
Ltd and its employee.
"The Authority regrets to see the lack of co-operation and solidarity
between workers in the same field of work, and in no way approves
of the acts that may have led to increase the division between
colleagues in the same field.
"The Authority also considers that while Net TV had every right
to broadcast the news in question, it also had the responsibility
to see that it does not broadcast certain visual material that
you yourself described as going against public decency. This
is why the Authority gave instructions that the visual material
at issue will not continue to be broadcast in its original format.
The Authority is against actions that offend public decency."
Without entering into the merits of this case, the Council of
TMPC notes:
1. the principle of justice in a reasonable time. This is a
case that has been pending since January, 2000. Article 6 of
the European Convention of Human Rights states: "In the determination
of his civil rights and obligations…, everyone is entitled to
a fair and public hearing within a reasonable time by an independent
and impartial tribunal established by law." It is unacceptable
that a case involving a person who has been suspended from her
place of work remains unresolved for such a long period of time.
2. the principle that every person has the right of association.
This principle is protected by the same Convention in Article
11: "Everyone has the right to freedom of peaceful assembly
and to freedom of association with others…
"No restrictions shall be placed on the exercise of these rights
other than such as are prescribed by law and are necessary in
a democratic society in the interests of national security or
public safety, for the prevention of disorder or crime, for
the protection of health or morals, or for the protection of
the rights and freedoms of others."
3. and reaffirms the notion that "once a journalist, always
a journalist" and also that, while one's individual rights must
be respected, the function of a journalist, especially in a
state media organisation, demands that great care should be
taken so that the journalist will not be seen to be taking sides.
This should apply to all PBS journalists.
4. TMPC is not a trade union. It is a professional, constituted
body that seeks to bring journalists together, upholds the right
of freedom of expression, raises the standards of journalism
and journalists, and takes any action it deems fit to achieve
these aims. Since this case is one involving an internal industrial
dispute involving disciplinary proceedings between an employer
and an employee, it is TMPC policy not to intervene in personal
cases except when there is physical violence or manifest attempts
to gag a journalist.
The Malta Press Club does not believe it should become involved
in this case, much less take a stand one way or the other, but
on the other hand its silence could also be instrumentalised.
TMPC Council appeals to both sides to resolve this matter as
soon as possible in the interests of all.

PRESS CLUB
A number of publications issued by Fondazzjoni Patrimonju Malti
have been donated to The Malta Press Club to be included in
the organisation's reference library at its Valletta offices.
The publications donated to The Malta Press Club consist of
various issues of Treasures of Malta and a number of specialised
books dealing with various topics.
The books were presented to the outgoing chairman of The Malta
Press Club, Ray Bugeja, by Maurice De Giorgio, executive chairman
of Fondazzjoni Patrimonju Malti. The presentation was attended
by the foundation's vice chairman and general editor, John Manduca
and by the secretary of The Malta Press Club Joe A. Vella.
Mr De Giorgio said during the presentation that although the
Foundation's publications were in great demand, he was pleased
to be making the donation to The Malta Press Club as the national
association that embraces Maltese journalists.
Thanking Mr De Giorgio and Mr Manduca for the donation, Mr Bugeja
said the books will certainly serve to instill more appreciation
of Maltese heritage among journalists.
